Second it doesn't matter if TSA works "right under the airlines noses" that hasn't stopped them from stealing. My examples have proven that. You ask me "how does the passenger start blaming everyone? Easy file a claim with both TSA and the airlines, report it to local authorities. Why so? what if there's a rash of thefts on either side? Possible, no? Keep all documents, document whom you speak to and at what time.
