3.10 The Member or beneficiary of any Award is responsible for paying all applicable taxes, fees, levies and/or surcharges associated with the issue or use of an Award (including but not limited to customs, inspection, security, agriculture, fuel and departure charges) and obtaining necessary travel documents for the Airline Award, including visa, vaccination and insurance. Furthermore, the Member or the beneficiary will adhere to any legally or otherwise required countryspecific regulation and check the customs formalities in force in the destination country.


Section 3.10 has nothing to do with charges the airline makes for changes. That section deals with things payable to authorities as can be seen from the examples given: customs, security, departure charges which are things payable to airports authorities and governmental agencies. A document is construed most strongly against its maker and if there is any ambiguity in the wording of section 3.10, it must be resolved in favor of the passenger. But it is not ambiguous. It is clearly referring to charges for things to bodies other than the airline.

In addition the OP has something in his hand from the airline saying modifications can be made free of charge. That binds the airline and they cannot lightly be allowed to resile from something the passenger got from them.
