I agree with Kiki...first off, if the bag met the requirements for hand luggage, you should not have to pay. The key to this is when you put the bag in the measuring device, take a photo of the bag with your phone, otherwise the liars at Delta will claim that the bag was over full and didn't fit.
On the issue of the delay, Delta should have refunded this. They are responsible for poor advice. I would complain to the DOT stating that Delta failed to follow their own policy.
They will not be responsible for any further liability as a result of their failure to perform, so I would not get too deep into that. Even if you lost your job as a result, Delta have no liability whatsoever. Delta are just about the worst choice of the majors and to avoided at all costs...as you have discovered.
