The contract of carriage that you automatically agree to by act of purchasing a ticket is available online to everyone. In that contract, it clearly states that the names on tickets can not be changed in any way.

Delta saved a seat for the person who you bought the ticket for so they held up their end of the deal. Now all of a sudden this person can't go and you just expect it to be okay to switch the ticket? No! Delta held that person a seat! They could have sold that to someone else! Of course there is going to be a penalty to change! Those rules apply to every single passenger. Do you walk into a store with no shoes or shirt when it says "please wear shoes and a shirt" and expect them to waive the rule for you? Everyone gets the same treatment of the rules.

And again, you can easily find all the rules online. Every airline has their rules posted online, it's your responsibility to know them before buying the ticket.
