I agree with azstar in spirit, but in practice I expect that Allegiant's COC provides them with the necessary defense in a small claims action. Sections 85.A -85.C cover irregular operations with 85.A providing for passenger options and 85.B providing the magic bullet phrase: "Carrier shall not be liable for any failure or delay in operating any flight due to causes beyond Carrier’s control, including but not limited to, acts of God, governmental actions, fire, weather, mechanical difficulties, Air Traffic Control, strikes or labor disputes, or inability to obtain fuel for the flight in question."
Allegiant can easily blame the OP's situation on the weather in Bellingham, so it is distinctly possible that a small claims action would net no result beyond the additional cost to file and serve the action.
