Yup - I think it's a disgrace. I had the same problem on a recent flight and changed the diaper on the floor as well. I thought better of that on the return flight! I changed it right there, mid flight, in the empty seat next to me. Then I nicely pressed the call light and handed the FA a raunchy diaper when she appeared
