Last time my friend came to visit from the UK he had to have a return ticket or they wouldn't let him into the USA. It is as the indication to US Immigration that he was going to return. You either have to have a return ticket or an onward ticket to another country. A one way ticket is taken to mean that you intend to arrive and not leave.

All countries that i have been to require this. What makes you think that yuir husband is exempt the requirement? Did he travel before on a one way ticket?
