Delta has a 24 hour "no questions asked" refund policy for tickets purchased on Delta.com. If you weren't satisfied by the response you got when you tried to invoke the "best price guarantee" why did you not then just request a refund from Delta and buy your ticket on Travelocity?
By the way. Third-party online booking websites such as Travelocity, CheapTickets, Orbitz, etc., sometimes have access to bulk or consolidator fares which are unpublished fares and therefore would not qualify for the "best price guarantee." In the future I would suggest using a fare search engine such as Kayak.com which will compare multiple websites for your itinerary and return the lowest price available.
