In the context within which it was used this phase should be understood to mean: A public transportation depot, or terminal, characterized by the presence of a number of homeless individuals and homeless individuals, and others, who exhibit bizarre behavior
Not to be confused with "third world refugee camp:" The image one sees, usually in a major US airport, during a period of bad weather, or other occasions when flight operations are neglegable to non-existant, and during the approximately 3 to 4 days following the point at which said operations return to normal.
