You appear to be missing my point. There is a regulation about positive matching of baggage, but there is no rule that the door cannot be re-opened. The reason it is not, because the paperwork and the work involved would cause an inordinate delay to the flight. The TSA do not prohibit it, they just require all the records match up. |
