Default Bogus Frontier surcharges

Frontier Airlines lists a charge for Denver to San Jose, Costa Rica at exactly the same price as the lowest competitor but has a "surcharge" in the fine print of $120.00. The taxes for all airlines is the same at $79.40 but Frontier is the only one that has this "surcharge". It is obvious to me that Frontier is quoting a price that is same as the lowest competitor but adding this surcharge at the end hoping that the consumer does not notice. This is obviously misleading but my question is whether it is legal to do this? If so who would I call or e-mail to file a formal complaint?
