Default KLM overbooked flight

I want to complain Delta and KLM airlines for several things, mainly on overbooking. They wasted my precious vacation days and cost a lot on hotel and transportation bookings.

I booked my ticket on KLM.com. My original flight on Aug 27 was canceled due to weather issue. Delta re-booked me on a flight 2 days later, Aug 29 (I don't complain about this at all.) However, when I arrive airport 2 days later, they told me the flight was overbooked!! I was forced to give my seat to others who had "higher priority" although I've confirmed ticket and were in the line to check in first.

Here are things I need to complain.

1. The waiting time to call for rebooking is extremely long.
We have 2 groups traveling together. It took us 2 hours to call, They booked one group for the flight on Aug 27 but disconnected the call before the process the other group. It took us another 1.5 hours to call, and the same day flight (Aug 27) was already fully booked. I was forced to take flight 2 days later (Aug 29).

2. The booking system has serious problem.
Why would they book me on a flight that was overbooked? It waste me one more working day and more money on the transportation between home and airport.

3. KLM and Delta kept blaming each other for what happened.
They asked me to go back and forth between KLM and Delta counter.

4. The response of complain mail takes forever.
I send a complain letter to delta.com on Aug 29, and today is Sep 19, I still didn't get any response. I also send a letter to KLM. The only message I got is

You will receive shortly an acknowledgement to: [email protected].

If you do not receive this message within the day, the email address
you entered may be incorrect. In that case please post again your
request.

I never get the acknowledgement.

Question:
According to Regulation EC 261/2004, I know I should get Euro 600 cash compensation to cover part of my expense. However, I cannot get any response from them. Is it a good idea to use this http://www.euclaim.com service to help me resolve my issues?

You should only use EU claim as a last resort. I think you are entitled to two payments of €600. Where were yiu flying from and to? That will tell yiu who the compentant authority is...
