Is it legal to charge for flight then get you for a seat?

Is it legal to charge for flight then get you for a seat?

I booked with Spirit for a flight, paid on credit. Then up pops the screen for choosing a seat which none were included in the cost of the ticket.
I have never seen this with the other airlines. At least not since last month when I booked with Jet Blue. This seems to be decieving to me.
