COMPLAINT: When will the refund go through?

on 8/18/2017, I booked from here in the U.S. directly with Qatar an itinerary for my stepson in China to join us in Europe by going to Paris, France from
Guangzhou and back to CAN from Amsterdam, Holland.
I paid(in US dollars) by credit card and the amount was debited to my CC on 8/20.

On 9/7, 1 day before departure from CAN, and with me already in France,
my stepson got a call from the airline demanding that he pay the original amount in Chinese Yuan, otherwise he would not be allowed to fly. When he pointed out that I had paid already the full amount when I made the booking
he was told he still had to pay it again.
With me being in France, the time difference, and not knowing what to say or do, he paid, just to be certain to get on his flight.
He received a refund voucher for the amount (Y5184) and was told to present this voucher upon return at the office in CAN and a check would be
sent to him in about 2 weeks.
When he did, on 9/28, he was told that he had to get a copy of my CC statement for my transaction. He called me for help.
I dashed to Dulles (IAD), saw the representative of Qatar, handed over my
copies, they promised to send them to the refund office in CAN.
However, the copies did NOT go out right away, then there was the Chinese holiday, now it has been over 4 weeks and my stepson is still waiting for his refund. Phone calls from his home in Zhuhai (near Macau, but in China)
are not answered right away and nobody calls back.
What can be done, either by myself or him in Zhuhai (1-1/2h by train to CAN) to get some action?
Secondly, is it customary and are the airlines allowed to do this sort of thing?
My stepdaughter did a similar trip but from and to HKG and on Emirates, no problems whatsoever.
I am livid with Qatar and have no idea how to expedite things.
