Default who would have control of his bags if not a baggage handler?

Perhaps I don't fully understand the baggage handling process. When you arrive at a port of entry (Miami), we go thru the customs process and are in receipt of our bags. He checked thru his bags there because he pulled some clothing and the wine was intact. Then he handed off the bags again to a baggage handler because he was intransit. His plane touched down a few minutes before 10 a.m. in Dallas and I met him at the carousel at about 10:20. So, I don't see how a baggage handler in Dallas could have done it. Am I missing something? Who else could have done it??
